La négociation internationale est le sommet de la diplomatie. Elle peut être traitée sous différents angles. Mais rares sont les ouvrages sur la négociation diplomatique rédigés par les praticiens c’est-à-dire les diplomates. Qu’en est-il de la spécificité de l’approche du praticien par rapport au théoricien ? Pour le savoir, il est nécessaire de comprendre ce qui se passe quand les portes se referment derrière les diplomates. La négociation diplomatique est un savoir-faire, non pas une science exacte. Dans cet ouvrage basé sur une connaissance empirique, on propose une approche en quatre grandes parties : 1) une partie descriptive expliquant l’évolution d’une négociation ; 2) une partie qui analyse la mécanique de la négociation ; 3) une partie centrée sur les éléments internes et externes qui influencent la négociation et 4) une dernière partie sur ce qu’il advient une fois que la négociation est terminée. On se concentre ici sur la négociation multilatérale, tant celle qui se déroule au sein d’une organisation internationale que celle qui implique plusieurs États. Mais les analyses présentées peuvent aussi s’appliquer aux négociations bilatérales. On veille à illustrer l’analyse par des exemples tirés de négociations diplomatiques telles que rapportées par ceux qui y ont participé. L’ouvrage se termine par une série de suggestions concrètes pour tirer le meilleur parti d’une négociation et la mener à terme.
